Our focus is on serving children, teen mothers and youth at-risk.
Our Approach
We create a supportive ecosystem for vulnerable children, at-risk youth, and teen mothers, addressing their spiritual, emotional, social, and economic needs. By engaging families and communities, we build a foundation for growth, resilience, and purpose.
Scope
Operate in Eastern province; Bugesera District and Ngoma District: Serving 365 children of teenage mothers, 300 teenage mothers, and 150 youth who are at-risk.

A named Case Manager stays with each participant across every stage; safeguarding standards apply throughout.
Our programs
We run life-changing, common-benefit programs that support teen mothers, vulnerable children, and at-risk youth—helping them heal, grow, and thrive in their communities.
Grace & Glow (G2)
Reintegration, spiritual mentorship, counselling, GBV & SGBV prevention, and empowerment of teen mothers in sexual reproductive health and rights, financial literacy (saving groups and cooperatives), kitchen gardening, and vocational training skills that lead to job placement or entrepreneurship.
Nurture the Whole Child (NWC)
Education, nutrition and support for vulnerable children, breaking the poverty cycle. Social Protection & Advocacy Care: Safeguarding rights of vulnerable children of teen mothers, creating safe spaces and preventing exploitation.
Redeem, Lead, Transform (RLT)
Rehabilitation, leadership training and faithbased transformation for at-risk youth. Youth Employment Program: Job placement, entrepreneurship support, complete self-reliance.
Youth Employment Program
This represents the final strategic objective of all preceding programs. It is the culmination of EMF’s work: a dedicated plan focusing on job placement, entrepreneurship support, and fostering complete self-reliance. This initiative explicitly aims to translate all the holistic support into tangible economic outcomes.

Our dedicated team — made up of 7 committed staff members and 4 passionate volunteers — is the heartbeat of EMF, working tirelessly to restore hope, dignity, and opportunity to every life we touch.
Meet the Founder
Ms. Hamidah Nnakubulwa
Founder / Executive Director
Hamidah Nnakubulwa is a Rwandan national, 33, working as both a lawyer and a theologian. She holds a Bachelor’s Degree with Honours in Law, a Post Graduate Diploma in Leadership & Theology, and a Cambridge Professional Certificate in Teaching English & Literature. She previously served as a legal officer at Prison Fellowship Rwanda, brings 12 years of teaching experience, and is currently pursuing a Master’s in Business Law.
Her leadership is shaped by lived experience. Hamidah has spoken openly about overcoming hardship, abuse, and teen motherhood — a journey she shares with many of the vulnerable children, teenage mothers, and at-risk youth EMF now serves across the Bugesera and Ngoma Districts.
EMF is a tribute to Hamidah’s maternal relative, who personally sponsored her education. An employee of the Rwanda Agriculture Board, Edward quietly used his own income, time, and resources to pay school fees, support vulnerable youth, and help struggling families — usually without seeking recognition. He passed away in 2018 at age 40. Reflecting on his impact, not only on her own life but on the many young people he had helped, Hamidah founded EMF to carry his mission forward: empowering children, teen mothers, and youth through education, mentorship, and community support, so the seeds he planted continue to grow for generations to come.
